POSITIVE REPORT FOR NORTHFIELD ACADEMY

Brian Adam, MSP for Aberdeen Donside has welcomed the results of the most recent inspection by Education Scotland into Northfield Academy.

The school, in Mr Adam’s constituency, has been regularly inspected since 2009, but now Education Scotland are satisfied that sufficient improvements have been made with better learning experiences for pupils and improved attainment in writing and maths.

Mr Adam said:

“I would like to congratulate head teacher Sue Muncer and her team in delivering these improvements to Northfield Academy.

“Northfield is not without its problems and the school plays an important in the community, so it is good to see pupils are now getting better support in the classroom.

“Whether it is cooking for the Duchess of Cornwall, participating in the 2011 Rock Challenge or sitting Standard Grade exams there is evidence that pupils are now getting better results from their education.

“Every school in Scotland should be helping children develop the skills they need to get on in life.

“I am very pleased that more children are now succeeding at Northfield Academy and I hope that pupils and staff will continue to deliver better results in the years ahead.”

£3 MILLION FROM SCOTTISH GOVERNMENT FOR HAUDAGAIN DESIGN WORK

Brian Adam, MSP for Aberdeen Donside, has today welcomed the announcement from Keith Brown, the Minister for Transport, that £3 million is being allocated to take forward design work to improve the Haudagain roundabout.

Mr Adam, whose constituency includes the Haudagain, said:

“The Scottish Government is correct to be investing £3 million to ensure that as soon as the AWPR is finished we can start work and resolve the traffic problems at the Haudagain.

“The £3 million will ensure that designs are updated to take into account changes to proposed developments in the area and I hope that they will also give local residents in the Northfield area a clearer picture of what the future holds.

“Of course the whole project has been held up due to the legal challenges to the AWPR but we have no choice but to wait for a decision to be made.

“The Scottish Government is investing in infrastructure to relieve congestion and make roads safer. With the AWPR, Huadagain and more money announced today for the Inveramsay Bridge we are dealing with the North East’s traffic problems”

SCOTTISH BUDGET TO PROMOTE ECONOMIC RECOVERY

Brian Adam, MSP for Aberdeen Donside, has today welcomed the Scottish Budget announced by John Swinney, the Cabinet Secretary for Finance and Sustainable Growth.

Mr Adam said:

“Despite cuts from the UK Government to public expenditure, the Scottish Government has delivered a budget which will help the residents of Aberdeen cope with these difficult economic circumstances.

“We have a budget that will focus on tackling unemployment and creating a more prosperous country through investment in transport, housing, health and digital projects.

“The budget will also see for the first time a floor on council funding. This means Aberdeen will now receive a fairer proportion of funding from the Scottish Government and at the same time residents will still be able to benefit from the Council Tax freeze.

“We are also investing an extra £382 million pounds over the next three years for capital projects which will support around 5,000 across Scotland.

Mr Adam continued:

“I also hope that college students and those young people thinking of going to Aberdeen College next year will be particular pleased at the Scottish Government, for second year in a row, delivering a £11.4m top up to student support.”

SCOTTISH GOVERNMENT DIGITAL CONNECTIONS STRATEGY

Brain Adam, MSP for Aberdeen Donside, has welcomed the launch of a new strategy from the Scottish Government to deliver faster internet access throughout Scotland. Funding of £185 million has already been made available to improve connections and stimulate additional resources, so that by 2020 there is a world-class digital infrastructure across all of Scotland.

Some of Mr Adam’s constituents in Kingswells have been left behind as other areas in Aberdeen have seen internet speed improvements. Many residents find they are unable to work from home and use services such as the BBC iPlayer.

Mr Adam said:

“Today’s strategy sets out our plans to deliver a world class internet service for the whole of Scotland by 2020.

“I am pleased the Cabinet Secretary has recognised the particular problems faced by so called ‘grey areas’ such as Kingswells.

“Although close to Aberdeen and its faster speeds, BT has yet to decide whether to invest in Kingswells which has left some residents with connections of less than 1 Mbps.

“I hope this new plan will soon be able to bridge the gap between the needs of the local residents and the infrastructure in place.

“Fast internet access for every home and business has become a vital tool in creating economic success and the Scottish Government has set a fast paced plan to ensure that everyone is included in the digital revolution.”

POLICE AND FIRE REFORM BILL

Brian Adam, MSP for Aberdeen Donside, has today welcomed the introduction of the Police and Fire Reform (Scotland) Bill to the Scottish Parliament.

There will be designated local senior officers at the centre of a new, strong relationship between councils and the services, and a statutory duty to provide adequate local police and fire services.

Local authorities will approve plans for their area and many more councillors will have a say than under the current arrangements.

The services will be independent, with no operational control by Ministers, but subject to Parliamentary scrutiny.

Mr Adam said:

“Today’s Bill is the first step in the parliamentary process to delivering a better Police and Fire service for Aberdeen and the whole of Scotland.

“Under the new law there will be more local accountability than ever before, with a designated local policing commander and local senior fire officer for Aberdeen alone.

“The City Council will now be involved in determining the priorities and objectives for the police and fire services, rather than just the 6 councillors from Aberdeen who currently have a say on Grampian joint police board.

“With budget cuts continuing to come from Westminster this Bill will ensure that resources can be prioritised to the front line rather than having 8 forces duplicating their back office functions.

Mr Adam continued:

“The SNP in Government have delivered on our promise of increasing the number of Bobbies on the beat by a 1000 while driving down crime to a 35 year low.

INVESTMENT IN ABERDEEN SOCIAL CARE

Brian Adam, MSP for Aberdeen Donside has welcomed the announcement from the Minister for Children and Young People Aileen Campbell, that 19 organisations which have a base in Aberdeen will receive a share of funding from the Voluntary Sector Development Fund (VSDF).

The money to voluntary sector groups in Aberdeen, totalling £429,120, will be used to develop staff and continue raising standards across the sector. Across Scotland the Voluntary Sector Development Fund (VSDF) is making up to £1 million available in the financial year 2011-12.

Recipients of the 2011/12 fund deliver services such as care home support for adults, guidance with housing issues and care at home assistance for vulnerable people.

Mr Adam said:

“This funding will help improve the quality of care and assistance provided by these 19 voluntary groups in Aberdeen.

“From the Cyrenians to SAMH, the voluntary sector works hard to improve the lives of some of our most vulnerable residents.

WELCOME FALL IN MRSA AND C-DIFF RATES IN NHS GRAMPIAN

Brian Adam, MSP for Aberdeen Donside, has welcomed new statistics showing cases of MRSA in Scotland are at the lowest level since 2005.

The figures from Health Protection Scotland show MRSA cases decreased in NHS Grampian by 72% compared to the same period (July to September) last year, and have reduced by over 90% since March 2007.

The number of C-Diff cases in NHS Grampian is also at their lowest rate since 2006.

Mr Adam said:

“NHS Grampian has a good record of tackling Hospital Acquired Infections and I am pleased to see, once again, the number of MRSA and C-Diff cases have reduced.

“We now have the lowest ever C-Diff rates in Grampian since this recording process began and MRSA has reduced by over 90% since the SNP came to power.

“Policies introduce by the Scottish Government have meant over £50 million has been invested in fighting diseases in our hospitals in the last three years.

Mr Adam continued:

“Thanks to good governance, investment and the efforts of hard working staff our hospitals are becoming better at preventing Hospital Acquired Infections.”

DYCE RAILWAY STATION FUNDING

Brian Adam, MSP for Aberdeen Donside, had welcomed the announcement that Dyce railway station in his constituency is to receive part of £9.5 million in funding to make it more accessible.

The improvements will be confirmed following Network Rail feasibility studies on each of the five stations over the coming months, but could include aspects such as lifts, step-free access to platforms and more disabled parking

Mr Adam said:

"Today's announcement will be welcomed by local residents and travellers who current find Dyce station difficult to use.

"With more services now stopping at Dyce, I am pleased that we will get a share of this £10 million to make it more accessible.

"It will also encourage more people to use the train and leave their cars at home.

USE CREDIT UNIONS INSTEAD OF PAYDAY LOANS

Brian Adam, MSP for Aberdeen Donside, today urged constituents to use the lending facilities of local credit unions, instead of companies offering payday loans.

Mr Adam noted that Wonga.com, a payday loan company, are charging a 4214% APR, whereas St Machar Credit Union charges 12.68% APR.

This would result in a £200 loan for 28 days costing £262.25 from Wonga.com, whereas the same £200 loan, spread over 12 months from St Machar Credit Union would cost £214.

St Machar Credit Union is available to anyone who lives or works within Woodside, Middlefield, Heathryfold, Hilton, Seaton, Linksfield, Tillydrone, Powis, Froghall, Sunnybank, George Street and Old Aberdeen. Grampian Credit Union operate over the whole Grampian area.

Mr Adam said:

"Interest rates for repayment of credit union loans are much more favourable to residents than companies with loan shark level interest rates.

"Unfortunately too many people are getting caught in the downward spiral of debt by relying on payday loans as they are often not aware of the alternative.

"With people receiving their monthly salary earlier in December, many look towards payday loans as a stopgap unaware of the level of interest.

CONCERN OVER ABERDEEN TO HEATHROW FLIGHTS AS BA BUY BMI

Brian Adam, MSP for Aberdeen Donside, has today expressed his concern over competition on the Aberdeen to Heathrow route as IAG, the owners of British Airways have agreed to buy BMI.

He has written to the Office of Fair Trading to ask that they look into the matter.

Mr Adam said:

“The Aberdeen to Heathrow flights are an extremely important route which is used by many people from the Aberdeen’s Oil and Gas industry to connect with their global partners.

“It is disappointing therefore that this purchase could see reduced competition, fewer flights and the resulting higher prices for customers in the North East.

“We have heard today that Aberdeen Airport was the fastest growing airport in Britain and I would not want that growth stunted by today’s announcement.

Mr Adam continued:

“There are also concerns from the aviation industry that British Airways will have a large monopoly on landing slots at Heathrow.

“I would ask that they do not use these new slots to reduce their commitment to connections to the North East as for many of us, flying to Heathrow remains a vital link.”

ANGER AT FIRST BUS SERVICE CUTS IN NEW YEAR

Brian Adam, MSP for Aberdeen Donside has criticised the proposed cuts by First Aberdeen to bus services in the city from January next year.

First Aberdeen have announced that the Number 5 service which runs from Dubford to Aberdeen Royal Infirmary and then on to Balnagask will be reduced to a once an hour service in the evenings.

The service X80 from Dyce Station to Aberdeen Airport which operates on weekends only will also be withdrawn.

The news comes the day after a Competition Commission report highlighted greater competition in the bus market would benefit passengers.

Mr Adam said:

“This is a terrible Christmas present from First to the residents of Aberdeen.

“Once again my constituents in the Bridge of Don, Danestone and Hilton are having their direct link to Aberdeen Royal Infirmary reduced.

“Buses on the number 5 route in the evening are being halved, leaving it more difficult for residents to visit their relatives at ARI and staff to return from their work.

“I will be meeting with David Stewart in the New Year to discuss these changes and make it known to him that Aberdeen deserves a better service from one of our most successful companies.

“Just yesterday the Competition Commission highlighted that customers could benefit from greater rivalry on routes, and I think residents in Aberdeen will be crying out for a new company to enter the market after today’s announcement.

Mr Adam continued:

“I will also be seeking answers from NEStrans and First as to why the weekend service from Dyce station to the Airport is being cancelled.

“The X80 was meant to show our joined up transport programme in the North East allowing travellers to and from the airport easy access to our rail network.

“I want to know why this has stopped.”

COMPETITION COMMISSION REPORT INTO LOCAL BUS SERVICES

Brian Adam, MSP for Aberdeen Donside, has today welcomed the Competition Commission report into the future of the bus market published today which highlights that passengers would benefit from greater competition.

Mr Adam has previously raised concerns that First Aberdeen has a monopoly on most routes in the city and has been able to reduce services and increase prices with no competition.

Mr Adam said:

"Today's report from the Competition Commission confirms what many of us already know about the lack of competition of bus services.

"In Aberdeen we have seen one company being able to chop and change their services with little regard for customers as there is no competition.

"I believe the lack of competition has lead to Aberdeen being one of the most expensive places to get a bus in Scotland, despite being home to one of the world's largest transport companies.

Mr Adam continued:

"I trust that the Scottish Government will now look at this report and consider its' recommendations for the best way ahead for the bus market in Scotland."

NEW AFFORDABLE HOME FUNDING FOR ABERDEEN

Brian Adam, MSP for Aberdeen Donside, has welcomed the announcement from the Scottish Government that Aberdeen City Council is to take part in phase two of the National Housing Trust initiative.

50 homes will be built in Aberdeen jointly funded by developers and the City Council with local authority loans to the scheme being underwritten by the Scottish Government.

Aberdeen City Council also applied for funding in the first phase of the scheme for 50 homes.

Mr Adam said:

“Today’s announcement is another step towards tackling Aberdeen’s housing shortage and high rental prices.

“I hope that developers will take up this challenge and work with Aberdeen City Council to deliver high quality affordable homes to residents in the city.

“These extra 50 homes will be rented out, under market value, for five to 10 years before being sold, with tenants given priority to buy.

“This scheme will target those who cannot currently afford to buy but hope to do so in the future.

“The National Housing Trust is another innovate scheme from the Scottish Government, working with partners in local government and private enterprise, designed to promote capital investment as our budget is cut by the Westminster Government.

“It has already seen 600 homes approved across the country and I look forward to these addition 50 homes being built in Aberdeen in the future.”

NEW INVESTMENT FUND FOR SCOTLAND’S CITIES

HOME HEAT HELPLINE

Brian Adam, MSP for Aberdeen Donside, has today encouraged his constituents who are concerned about their fuel bills this winter to contact the Home Heat Helpline.

New figures reveal that 8,000 households in Aberdeen are entitled to some form of assistance with their fuel bills. That help is worth an average of £250 per household and a free helpline is available for more information.

The number for the Home Heat Helpline is 0800 33 66 99 or you can visit www.homeheathelpline.org.uk. It is a free service that provides independent advice to people on low incomes on how to get help with their gas and electricity bills as well as other help such as grants for insulation or a new boiler.

Mr Adam said:

“I know that many residents in Aberdeen are concerned about the price of staying warm in their home this winter.

“There are around 8,000 households in Aberdeen who are entitled to help and I would encourage anyone who is struggling with their bills or would like advice to get in touch with the Home Heat Helpline.

Mr Adam continued:

“I would also ask people to look out for neighbours, friends or relatives who may be in difficulty and make sure that they are aware of the Home Heat Helpline."

Christine McGourty from the Home Heat Helpline also advises people to think about what they can do around the home to reduce their energy consumption:

“As well as calling the Home Heat Helpline to find out what financial assistance is available there are some other simple steps people can take. For example:

• turn radiators down in rooms which you only use occasionally

• switch your lights off when you're not using them

• turn appliances like TVs and phone chargers off at the wall rather than leaving them on standby when they're not being used

• replace normal light bulbs with energy efficient ones

• regularly defrost your freezer to make sure it's operating at full efficiency

• draw curtains over windows at night to provide insulation for the room

• move furniture away from radiators and heaters to allow heat to circulate around the room

• open internal doors of any rooms which get more sun than others and let the warm air travel around your home”

SNP DELIVERS ON PROMISE FOR 85% FUNDING FLOOR

Brian Adam, MSP for Aberdeen Donside, has welcomed the announcement today from Cabinet Secretary for Finance, John Swinney, of the local government settlement which includes extra funding for Aberdeen to deliver the SNPs promise that no council should receive less than 85 per cent of the average in terms of the revenue support they receive.

Mr Adam said:

“As someone who has campaigned for the introduction of a funding floor over many years I am delighted that the SNP in Government have delivered this fairer funding settlement for Aberdeen.

“John Swinney has not only delivered a 85% floor, which boosts Aberdeen share of funding by £5 million next year, but allocated additional funding for the next three years.

“The Scottish Government is also providing funding to continue the council tax freeze which has helped so many hard pressed families since 2007, and is now more important than ever as household budgets shrink.

£30M INVESTMENT IN YOUNG SCOTS

Mr Adam said:

“While Scotland’s youth employment rate is higher than the rest of the UK, more needs to be done.

“This money will really help young Scots – especially during this tough economic time.

WELCOME GROWTH POTENTIAL FOR ABERDEEN AIRPORT

Brian Adam, MSP for Aberdeen Donside, has welcomed the publication of an economic impact survey by York Aviation LLP which has shown that the extended runway at Aberdeen Airport could generate an extra £20.3 million for the local economy by 2015.

Mr Adam, who lobbied BAA for the extension to the runway, which is in his constituency said:

“This survey shows the considerable potential for growth in Aberdeen and the North East thanks to the longer runway.

“The extra 124 metres may not sound much, but it has overcome a lot of the constraints which in the past has prevented Aberdeen accepting heavier aircraft.

“I know that the airport management will relish the challenge of creating new connections for the airport and I wish them well with engaging with the airlines who will deliver these new routes.”

Mr Adam continued:

“Of course what will also help improve Aberdeen’s connections with the rest of the world is for the UK Government to devolve Air Passenger Duty. Reducing this tax, as supported by Aberdeen Airport and many of our airlines, will give a boost to businesses in the area.”

WELCOME REASSURANCES OVER ARGUS CARE HOMES

Brian Adam, MSP for Aberdeen Donside, has welcomed the guarantee from Argus Care Group that care will not be interrupted after the company announced it had gone into administration.

The company operate the Jesmond Care Home in Bridge of Don, in his constituency. Mr Adam will write to Aberdeen City Council and the Scottish Government asking them to monitor the situation and be ready to step in should administrators, PKF, not be able to find a buyer.

Mr Adam said:

“I welcome the guarantees that care for residents will not be interrupted while the administrators try to find a buyer.

“Care needs to be the priority just now and ensuring staff, residents and their families are kept fully informed of developments is vital.

“It is also encouraging to hear the company believes there will be no redundancies and the residents are not at any risk.

He continued:

“I will write to Aberdeen City Council and the Scottish Government to ensure that they are keeping a close eye on the situation and that the level of resident care does not falter.”

Brian Adam, MSP for Aberdeen Donside, has today welcomed the announcement from Drum Property Group of their plans to invest over £100 million in a new office and training complex at Home Farm, Kingswells in his constituency.

Apache North Sea Limited, Nexen Petroleum UK ltd and Transocean Drilling UK have all committed to the site which is located near Kingswells Park and Ride.

Mr Adam said:

"I congratulate Drum Property Group on their announcement that they are going to submit a planning application for this exciting new office and training complex and already having secured the business of three important energy firms.

"The Prime Four development looks like a very high quality site which will complement the local Kingswells village. I hope local residents will take the opportunity to view these plans and engage with them when they are made available.

"The long term commitment from Apache, Nexen and Transocean, all important players in the Oil and Gas industry, adds to the rising confidence that there is a good future for the industry in Aberdeen."

FALL IN VOILENT CRIME RATE

Brian Adam, MSP for Aberdeen Donside, has welcomed new statistics published today which show a 30 per cent fall in violent crime over the last 2 years.

The Scottish Crime and Justice Survey also shows a direct link between alcohol and violent crime.

Mr Adam said:

“I am pleased that thanks to the hard work of the Scottish Government and Scotland’s Police Forces our communities are becoming safer and that violent crime fell by 17 per cent in the last year.

“Crime is now at its lowest rate for 35 years, more people are reporting crimes to the police and fewer offenders are being found with weapons.

“Our streets are safer in Aberdeen thanks to the policies of the SNP putting more bobbies on the beat and improving our justice system.

Mr Adam continued:

“Worryingly the survey showed that over 60% of victims of violent crime believe offenders were under the influence of alcohol and nearly half of all violent crime takes place at weekends and overnight when people will have been drinking,

“This is why we are committed to the re-introduction of an Alcohol Minimum Pricing Bill, alcohol abuse must be tackled.”

ADAM PRESSES OFCOM FOR 01224 SIMPLICITY

Ofcom recently announced that some significant changes might be necessary to how consumers in Aberdeen dial local numbers. Ofcom suggested that the likely outcome was that by 2015 people in the Aberdeen area would have to dial 01224 before any local number. This is due to an increasing phone number shortage in the area. Brian Adam MSP for Aberdeen Donside recently met with an Ofcom representative at The Scottish Parliament, and has also written to Ofcom to reiterate an appeal for a simpler solution.

Commenting, Mr. Adam stated:

“The first concern with any substantial change of this sort is whether the phone companies might try to use the change for stealthily increasing rates. A shortage in available phone numbers is not the fault of the general public, and Ofcom must ensure that telephony providers do not profit from the confusion.”

“I have also asked Ofcom to revise their plan for customers to dial 01224 before every local call. There is no reason why Aberdeen should have to dial eleven digits for local calls while the rest of the UK only dials six or seven digits.”

“I believe that this process would prove confusing and difficult for many vulnerable parties.”

“I see no reason why we could not move to a four digit area code, like Edinburgh or Glasgow, and simply add one digit to local calls instead of five.”

“This would create a huge bank of spare numbers, and be far easier overall for the general public.”

WELCOME FOR ADDITIONAL ABZ FLIGHTS

Brian Adam MSP for Aberdeen Donside today welcomed the news that additional flights were being introduced by Eastern Airways to Leeds, Bradford, and Bristol. The increase in flights comes shortly after Ryanair’s unfortunate decision to axe their Dublin route from the airport in Mr Adam’s constituency.

Commenting, Mr Adam stated:

“This is good news for the airport and the area. These additional flights will facilitate easier commutes for business to the oil capital, and for other travellers alike.”

“It just goes to prove that the unfortunate decision by Ryanair to stop offering their low cost route to Dublin bucks the trend at Aberdeen Airport.”

“With the completion of the runway extension I am confident that the airport will be successful in luring even more routes to improve access to and from the city.”

CALL FOR AIR DUTY DEVOLUTION TO COME TO SCOTLAND

Brian Adam, MSP for Aberdeen Donside, had today called on the UK Government to devolve Air Passenger Duty to the Scottish Government.

The Treasury yesterday announced it is devolving Air Passenger Duty to Northern Ireland on the same day it defended not doing the same for Scotland.

The Scottish Parliament yesterday heard evidence from the Scottish Chamber of Commerce and Amanda McMillan, Managing Director of Glasgow Airport in favour of devolving air passenger duty to Scotland.

However the Treasury yesterday indicated that there would be no changes to the tax powers in the Scotland Bill – despite Air Passenger Duty being recommended for devolution by the Calman Commission.

Mr Adam, who has Aberdeen Airport in his constituency said:

"We have seen with the recent Offshore Europe event in Aberdeen the numbers that the airport can handle, but we need to make Scotland more competitive to attract more passengers every week.

"On the same day the Treasury is defending not devolving flight tax to Scotland, it is giving this very power to Northern Ireland.

"This is blatantly hypocritical from the UK Government. The Calman Commisison said APD should be devolved – but instead Westminster left it out the Scotland Bill.

"When Danny Alexander is busy admitting the UK doesn’t listen to Scotland devolving APD would be a sign that Scottish voices are being heard.

"Support is growing with the Scottish Chamber of Commerce saying it believes air passenger duty should be devolved to bring more visitors to Scotland and bolster international connectivity and the Managing Director Glasgow airport saying devolving APD would ensure the importance of aviation in Scotland is properly recognised.

"It is time for the UK Government to stop being hypocritical and allow Scotland to have control over flight taxes, just like Northern Ireland."

GOVERNMENTS SPENDING REVIEW AND DRAFT BUDGET

Brian Adam, MSP for Aberdeen Donside, has today welcomed the budget announced by the Cabinet Secretary for Finance, Employment and Sustainable Growth, John Swinney.

The budget included a commitment to introduce a funding floor, so that no local authority will receive less than 85% of the average per capita funding from 2012/13.

Mr Adam said:

“Despite a real terms budget cut of £3.7 billion from 2010-11 to 2014-15, John Swinney has been able to deliver a budget today which will support the economic recovery and provide a shift towards Government delivering preventative measures to save money in the future.

“I am delighted that the SNP will now deliver a new funding floor of 85%, something which I have campaigned for over many years, so that Aberdeen City Council will no longer be left behind in terms of council funding.

“John Swinney has made clear once again the money has been set aside for the AWPR, all we need now is for Roadsense to halt their vexatious court cases.

“We will also continue to deliver many of our policies which have helped folk in Aberdeen over the last 4 years including the small business bonus scheme, increasing NHS Grampians budget and maintaining the extra bobbies on the beat.

WARNING OF BOGUS DOORSTEP COLLECTORS

Brian Adam, MSP for Aberdeen Donside, has warned constituents who give unwanted goods on their doorstep to charitable causes to be careful when doing so to ensure that the goods reach genuine beneficiaries.

Supporting the Institute of Fundraising (Institute) and Fundraising Standard Boards’ (FRSB) Give with Care campaign he said:

“I am aware that some bogus firms are in operation that collect goods on your doorstep and mislead the public into believing they are being sold for charitable causes.

“These same firms have also been linked with the theft of goods intended for charities. I’d certainly encourage those who do give to carry on but take care to make sure that they are giving to legitimate charities.

“The Institute and FSRB have created some helpful advice and checks to make and I’d encourage everyone to be aware of these”

Mr Adam added:

“Alternatively you can drop your unwanted goods directly into your local charity shop or the Charities Shop run by the Council at 346 George Street.”

The Institute and FRSB have launched its Give with Care campaign with this advice for the donating public:

Keep giving- beneficiaries need you to donate goods that charities can sell on. Use the following checks before you give to doorstep collectors. Or, if you can, donate directly to your local charity shop.
Check- legitimate charitable collectors will display a Scottish charity number on their literature- it begins with SC0.
Check again- you can also look for the FRSB’s “tick” logo showing the charity has signed up to high standards and regular monitoring
Phone: a legitimate collector would leave a working telephone number for you to check they are collecting in your area
Double-check: The Office of the Scottish Charity Regulator will be able to confirm if a collector is working on behalf of a registered charity- www.oscr.org.uk and 01382 220446
Some collectors may not be registered charities but still be collecting for legitimate good causes in your area though bogus collectors will often promote vague causes rather than specific charities or local good causes.

FUNDING FOR GREENFERN POSTOFFICE

Brian Adam, MSP for Aberdeen Donside, has today welcomed the announcement from the Post Office Diversification Fund for Scotland that Greenfern Post Office, at the Mastrick Shops in his constituency, has been successful in its bid to receive £23,519.72 to make improvements to the Post Office.

Across Scotland 48 Post Offices are set to benefit from the £1 Million Challenge Fund set up by the SNP Government to help Post Offices move into new businesses areas to improve their sustainability.

The award will be used in Greenfern to purchase an automatic door, coffee shop, refrigeration, photocopier, fax machine, photo publishing, laptop, photo booth, CCTV, shelving and stands, signage, facia and help pay staff wages

Mr Adam said:

“I am delighted that Greenfern Post Office has been successful in their bid for money from the diversification fund.

“A local Post Office plays an important role in the community and I hope the changes that they are proposing will help secure its future at the centre of Mastrick life.

“We have already seen a lot of work done to the Mastrick Shops through the Town Centre Regeneration Fund, repairing the area around the shops and making it safer.

CALL FOR ATOL REFORM TO EXTEND TO ALL HOLIDAYMAKERS

Brian Adam, MSP for Aberdeen Donside, has written to Theresa Villiers, the Minister of State for Transport, asking her to extend the ATOL protection scheme to all travellers.

The ATOL system is currently being reformed with the consultation process ending yesterday (15^th of September) but a local travel agent has told Mr Adam that the reforms will still leave many travellers unprotected if their operator were to fail and that the reforms are being rushed through.

Both the Scottish Passengers Agents’ Association (SPAA) and the Association of British Travel Agents (ABTA) have called for a delay to the implementation of the plans and for more travellers to be protected.

Mr Adam said:

“Theresa Villiers needs to listen to passengers and travel operators and get ATOL working properly for the 21st century.

“There is no question that reforms are needed, when Fly Globespan went bust too many travellers were left stranded with no protection in place to get them home.

“ATOL was designed for an age when everyone went down to their local travel agent and booked a package holiday.

“However the internet has changed the game; it is now easy to book bespoke packages through websites which may not offer holidays covered by the ATOL scheme.

“We need an ATOL scheme which will balance its books and help passengers in their time of need.

Mr Adam continued:

“I know that there are concerns within the industry that these reforms will happen too fast. The deadline for submissions to the consultation was yesterday, and the final proposals are far from being finished.

“Yet businesses have been told they will have to implement the new scheme in January which would leave them very little time to change their systems.

“I hope the UK Government will take forward the suggestion of the SPAA and ABTA to sit down with them and discuss how these reforms can be extended to all travellers and work for businesses.”

DISAPPOINTMENT AT RYANAIR DECISION TO WITHDRAW FROM ABERDEEN

Brian Adam, MSP for Aberdeen Donside, has today expressed his disappointment at the decision of Ryanair to withdraw their Aberdeen to Dublin service from the 29th of October.

Mr Adam, the local MSP for Aberdeen Airport said:

“I am sorry to hear that Ryanair are going to withdraw from Aberdeen Airport.

“They provided a cheap alternative to visitors from the Irish Republic to visit the North East of Scotland for events like the Walker Cup held at the weekend.

“I know that BAA Aberdeen were in discussion with Ryanair over the future of the route and it is unfortunate that they were not able to reach a compromise and find a way forward at this time.

“It certainly seems to go against the trend as Aberdeen Airport continues to expand and open new routes.

Mr Adam continued:

“I hope that in the future Ryanair will consider returning to Aberdeen, maybe with flights to other destinations as the competition they provide gives greater choice to visitors to Aberdeen and residents alike.”

SCOTTISH GOVERNMENT PROGRAMME FOR GOVERNMENT

Brian Adam, MSP for Aberdeen Donside, has today welcomed the First Ministers announcement of the Scottish Governments Programme for Government.

Mr Adam said:

“The First Minister’s announcements today show that the SNP have made jobs our priority in Government, and provided a plan B to reassure businesses and the people of Aberdeen.

“The SNP will deliver 25,000 modern apprenticeships every year of this parliament training up our future skilled tradesmen and women. In Aberdeen I hope we can use this to develop our next generation of engineers to harness our move to renewable energy.

“Our new commitment to provide a learning or training place for all 16 to 19 year olds should mean that no young person misses out on the opportunity to learn the skills needed for a modern developing Scotland.

“The Capital Investment programme will see the investment of a £400 million housing budget this year which is estimated to support over 15,000 jobs across the country.

“The Council Tax Bill should also help free up more homes in Aberdeen, where we are already suffering from a waiting list of over 8000.

“I hope the City Council will look at the extra powers this bill will give them to ensure there are less empty homes in Aberdeen and the opportunity to raise extra revenue for the Council to spend on providing more affordable housing.

Mr Adam continued:

“We will continue to support small businesses in Aberdeen with the small business bonus scheme and our commitment to no compulsory redundancies will provide a reassurance to many residents in Aberdeen that their jobs are safe.

IMPROVED HEALTH STATISTCS

Brian Adam, MSP for Aberdeen Donside, has today welcomed the publication of statistics which show patients in NHS Grampian are experiencing better waiting times and a higher percentage of people are now registered with a dentist.

The number of senior managers in NHS Grampian has been cut by 13.4 WTE from March 2010 to March 2011 and it is predicted that this trend will continue to March 2012 as the Scottish Government are on course to meets its target to reduce cut NHS senior manger posts by 25%.

It is also predicted that from March 2011 to March 2012 there will be 12.3% more staff in dental services thanks to Aberdeen Dental School. The number of children registered with a dentist in NHS Grampian has now increased to 71.7% in June 2011.

Emergency Care Department waiting time statistics show that in NHS Grampian in April, May and June of this year over 98% of patients were waiting less than 4 hours.

Mr Adam said:

“These are encouraging statistics and I’m delighted the SNP are well on the way to the 25% cut in NHS senior manager posts to save £100million a year in Scotland.

“Patient care should be our priority which is why I am pleased to see that we have reduced in Grampian the number of senior manager posts by 13.4 and are set to see further reductions.

“We are starting to see the benefits of the Aberdeen Dental School opened by this Government. We now have more dental staff in the area and are continuing to see the number of children and adults registered with a dentist rise.

“This is testament to the hard work of staff who are helping Scotland achieve a first-class health service.”

Mr Adam continued:

“The SNP are committed to creating a health system that is better, faster and more convenient and to meeting the financial challenges without compulsory redundancies. These statistics show we are getting closer to that goal.”

WELCOME FOR AWPR ANNOUCEMENT

Brian Adam, MSP for Aberdeen Donside, has today welcomed the decision from Lord Tyre to refuse the appeal against the approval of the Aberdeen Western Peripheral Route.

The AWPR will pass through Mr Adam’s constituency and once built will relieve pressure on the major bottleneck at the Haudagain roundabout. The Scottish Government has previously identified Option 5 as their preferred route for the Haudagain redevelopment and said that work will start as soon as possible once the AWPR is complete.

Mr Adam said:

“I am delighted that the courts have found in favour of the Government.

“This is a red letter day for the North East and great news for the local and national economy.

“The building of the AWPR will give a boost to the construction industry and release the opportunity for further economic growth in Aberdeen and across the country.

“I look forward to an announcement from my Ministerial colleagues on the tendering process in due course.

“The decision will come as a great relief to many of my constituents who are also waiting for a resolution to the heavily congested Haudagain roundabout. We are committed to implementing a solution to the roundabout as soon as the AWPR is built”.

COMMENTS ON 2010 LOCAL LABOUR STATISTICS

Brian Adam, MSP for Aberdeen Donside, has today said that the publication of the 2010 Local Area Labour Statistics shows there was wide variation in employment and unemployment rates across Scotland since the recession but Aberdeen continued to perform above the national average.

From the recession in 2008, to 2010 the employment rate reduced by 0.3% (plus 4,000) in Aberdeen compared to a -2.5% rate across Scotland.

The 2010 figures show that the unemployment rate over the last three years (2007-2010) has gone up 1.4% (2,000) in Aberdeen compared to a Scotland wide increase of 3.0%.

However more recent ONS figures shows that Scotland has had eight consecutive months of reported falls in unemployment, and we have lower unemployment, higher employment, and a lower rate of economic inactivity in Scotland than the UK as a whole.

Mr Adam said:

“These statistics from 2010 shows that Aberdeen continued to perform above the Scottish average with a higher employment rate and lower unemployment rate than elsewhere but we must work now to maintain this.

“In the North East the SNP will continue to argue that to drive forward further economic development and improve these figures the UK Government need to reverse their decision to increase tax on the oil and gas industry.

“Of course what Scotland really needs to promote more employment is the responsibility for key economic levers such as borrowing powers and corporation tax, to enhance investment and create more jobs across the Scottish economy."

Mr Adam continued:

“The Scottish Government will continues its’ work to stimulate employment, we are already supporting 25,000 modern apprenticeships a year, the highest ever number in Scotland and once the court case is over I look forward to work starting on the AWPR which will create the opportunity for more growth and job creation in the short, medium and long term.”

“Today’s announcement is excellent new for business and leisure travellers in the North East.

“Another destination has been added to Aberdeen Airport’s roster which opens up new opportunities develop tourist and businesses links with our friends in Germany.

“Scotland is a popular destination for German holidaymakers and I hope these new flights will draw them to the North East.

“I am delighted that Aberdeen, Europe’s oil capital, will now have a direct link to the heart of one of Europe’s financial centers which should help to further develop our Energy sector.

Brian Adam, SNP candidate for Aberdeen Donside, has again questioned
Labour's commitment to the Aberdeen Western Peripheral Route (AWPR) after
they failed to mention it in their 'Manifesto for Growth', despite naming
projects such as GARL.

Earlier this week Shadow Transport Minister, Charlie Gordon said if Labour
are elected that the Aberdeen Western Peripheral Route (AWPR) will not be
the first project they would fund.

Mr Adam said:

"Labour has once again shown that they can not be trusted to deliver for
the people of the North East.

"For Aberdeen, there is a gaping hole in Labour's so called growth
manifesto, and it is the AWPR.

"To get the North East moving and drive our recovery forward we need the
AWPR to reduce city congestion and bring forward further developments.

"Labour's shadow transport spokesman has already said that Central Belt
projects will get built before the AWPR, now Iain Gray fails to mention
the
AWPR all together.

"The SNP are committed to Aberdeen and the North East.

"We delivered a budget in February with funding in place for the AWPR as

Brian Adam has today accused the Labour party of once more showing their central belt bias after their Shadow Transport Minister, Charlie Gordon said if Labour are elected that the Aberdeen Western Peripheral Route (AWPR) will not be the first project they would fund.

The Scottish Government’s budget passed in February, which Labour did not vote for, put funding in place for the AWPR as part of a £2.5 billion infrastructure programme.

Yesterday Bob Keiller, CEO of PSN said that there was “continued frustration” in the business community over delays to the AWPR.

Mr Adam said:

“Charlie Gordon has let the cat out of the bag and shown that if elected Labour are once more going to put the West coast before Aberdeen.

“The AWPR is a vital infrastructure project which is needed to allow further growth and development in the North East.

“During Labour’s last term in office Aberdeen became Scotland’s forgotten city.

“The public in the North East can not trust Labour to deliver key public works that are essential to our future.

EXTRA FUNDING TO TACKLE UNAUTHORISED TRAVELLER CAMPS IN ABERDEEN

Brian Adam, MSP for Aberdeen North, has welcomed the announcement from Alex Neil MSP, the Minister for Housing and Communities that Aberdeen City Council will receive £120,000 to improve security at Riverview Drive in Dyce, the AECC and provide more pitches at the Clinterty Travellers Site. Aberdeenshire Council will receive £37,000.

This is in addition to the £163,737 that the Minister gave for improvements to the Clinterty site in the last financial year.

Mr Adam has been part of the Aberdeen and Aberdeenshire Gypsy/Travellers Issues Working Party which has been meeting in Parliament with Alex Neil, the Minister for Housing and Communities and Councillors and officials from Aberdeen and Aberdeenshire Council, Grampian Police, the Scottish Government, Article 12 Scotland and the Equalities and Humans Right Commission.

Mr Adam said:

“I am delighted that the Minister has been able to announce this funding today which I hope will help alleviate some of the issues raised by local residents near the unauthorised camps in Dyce and the Bridge of Don.

“I have been part of the successful working group set up by Alex Neil to develop a new strategy to deal the recurring issues we have had in the North East with Travellers.

“This money will go towards prevention of unauthorised Traveller sites in the city and increasing the number of official pitches at Clinterty

“Riverview Drive has been a flashpoint between local residents and Travellers for some time as has the AECC in more recently.

“Following consultation with the local community this money will improve security at these two sites while keeping open Riverview Drive as an amenity for the people of Dyce and maintaining the car park at the AECC.”

CALL FOR BILL TO RETURN TO NEW SCOTTISH PARLIAMENT

The SNP members of the Scottish Parliament's Scotland Bill Committee today
issued their views on the Scotland Bill.

The two members Brian Adam (Deputy Convener) and Tricia Marwick have
recommended only partial consent be given to the bill supporting the
inclusion and extension of powers on air guns, drink driving, speed limits
and borrowing whilst withholding consent from the taxation section of the
bill and recommending the legal proposals be rejected at present due to a
lack of consideration.

They welcome the agreement of other members of the committee that the
current borrowing powers proposal is insufficient and that the UK
Government should extend the borrowing powers on offer.

The SNP members views which include criticism of the UK Government for its
failure to provide any information on the operation of their tax proposals
and of the committee process are detailed in paragraph's 5-8 and Annex A
(pg 204) of the report.

The SNP members urge that full financial powers should be devolved to the
Scottish Parliament.

Mr Adam and Ms Marwick also called for the bill to be brought back to the
newly elected Scottish Parliament for final approval rather than simply
waved through by Westminster and for the Scottish Parliament to give
further consent before any taxation powers are commenced.

Brian Adam MSP, SNP Chief Whip and Deputy Convener of the Committee said:

"The SNP supports extending the powers of the parliament and we went into
this process to make the Scotland Bill better.

"We have listened to the evidence on all sides and we strongly support the
extension of powers over airguns, drink driving, speed limits and
borrowing powers beyond those included in the bill.

"In particular we welcome the recognition from other parties of the case
the SNP has been making for some time that the Parliament must have strong
and effective borrowing powers.

"The UK Government failed to present the committee with any evidence on
how their tax proposal would operate or how they would counter its
damaging deflationary effects which would significantly cut the Scottish
budget.

"It is clear from evidence presented to the committee that the income tax
plan will not create jobs, will not deliver significantly more
accountability and risks seriously damaging the Scottish budget and
Scottish economy.

"Some progress has been made in proposing improvements to the non-taxation
powers and it is now widely recognised that the introduction and extension
of borrowing powers is essential but the blanket support for the tax
powers proposed in this bill from opposition members is untenable.

"We would therefore urge parliament to improve those powers that will be
good for Scotland but to reject the damaging financial proposals that put
Scotland's economy at risk."

Commenting on the Committee process itself Ms Marwick added:

"The conduct of this Committee has damaged the reputation of the
Parliament and in particular the Committee system. That is a matter of
great regret

"From the outset, we have had serious concerns over the conduct of this
Committee. We believe it has been overly politicised and has not provided
the independent scrutiny of this very important Bill that was required.

"The failure of the committee to demand details on the taxation proposals
in the Bill from the UK Government is a sign of its failure to properly
scrutinise the legislation. We are still to see those details.

"The appointment of advisers who were directly involved in the Calman
Commission compromised the Committee's impartiality from the outset, and
the treatment of certain expert witnesses who criticised the Bill was
disgraceful.

"I genuinely feel that the conduct of this Committee on such an important
matter as the powers of this Parliament has damaged the reputation of the
Committee system in particular. That is a matter of great regret."

The SNP members support extending the powers of the Parliament.

Within the report the SNP members agree to extending the powers of the
Parliament to include

* Airguns
* Drink driving
* Speed limits
* Borrowing
* Stamp Duty and Landfill taxes

In relation to the above powers the SNP members support extending the
provisions of the bill to include competence over penalties and breath
testing in relation to drink driving, speed limits for all vehicles, and
to enhance the borrowing powers currently proposed.

The key concerns of the SNP members include:

* Failure of UK Government to provide information on the operation of the
tax powers proposed
* Misrepresentation by the UK Government of the scale of the tax powers to
be transferred (35% as opposed to an accurate 25%)
* The deflationary effect of the taxation powers as designed due to the
falling share of income tax and the limited access of the Scottish
Parliament to higher rate income tax under the Scotland Bill proposals.
This would have equalled a reduction of £11bn between 1999 and 2010
* The UK Government claimed it would cost £40 million to implement the
taxation powers - this was disputed by ICAS who estimate £150m. The UK
could not substantiate their claim and say it was "heavily caveated".
* Risk of relying on only one source of taxation "all our eggs in one
basket" and concentration of tax powers
* Risk of relying on a source of revenue which is systematically declining
as a share of public revenues
* Absence of powers over Air Passenger Duty and Aggregates Levy
* Only allowing Scotland to add new taxes, not to reduce or reform taxes,
meaning the tax burden can only be increased.
* Re-reservation of powers

In their concluding statement Mr Adam and Ms Marwick state:

We welcome more powers for this Parliament. We support many of the
non-financial aspects of this Bill that deliver more powers for the
Parliament. Specifically, we support the provisions relating to air guns,
drink driving and speed limits. The Bill should go further, however, to
include competence over setting penalties for drink driving and random
breath tests; and control of speed limits for all vehicles. The Bill
should also be extended to include full powers over elections; the Crown
Estate Commissioners and appointment of the Scottish Member of the BBC
Trust. The Bill should be extended to include powers over immigration and
welfare, as recommended by the Calman Commission, as well as rail
regulation. The legal aspects of the Bill, particularly those relating to
section 57(2) of the Scotland Act, have not been given due scrutiny and
consideration and cannot be supported at this time. The re-reservation of
corporate insolvency; the regulation of health professionals and
implementation of international obligations should be reversed.

In terms of the financial provisions, we believe that the Scottish
Government and Parliament requires full economic powers in order to grow
the Scottish economy in a sustainable way; create high quality jobs and
deliver financial accountability. However, the tax provisions in the Bill
fail on each of these counts. The proposals over income tax are flawed.
The proposals will put the Scottish budget at risk and fail to provide
access to the wide range of fiscal levers required to improve economic
performance. These proposals should be removed and replaced with
provisions that deliver full financial responsibility to Scotland. We
welcome the devolution of Stamp Duty Landfill Tax and Landfill Tax, but
the decision to omit Aggregates Levy and Air Passenger Duty should be
reversed. We welcome in principal the devolution of capital and revenue
borrowing powers, but note that the specific proposals in the Bill are
inadequate and overly restrictive and should be significantly enhanced.

We recommend that the Parliament uses the Legislative Consent Motion to
demand that the UK Government amend the Scotland Bill so that the Bill
provides the Scottish Government and Parliament the full financial
responsibility that is required to deliver sustainable economic growth;
create jobs and provide financial accountability.

Brian Adam, MSP for Aberdeen North, has welcomed today’s Health Committee vote which means from April 1^st prescriptions will be free for all patients in Scotland.

When the SNP came to power Prescription Charges cost £6.85, since then the it has gradually been reduced, it was lowered to £5 in 2008-09; £4 in 2009-10; £3 in 2010-11 and will be free from 1 April 2011.

Mr Adam said:
“I am delighted that thanks to the Scottish Government from April 1^st prescriptions will be free at the point of use for the people of Aberdeen and Scotland.

“Prescription charges were an unnecessary tax on ill-health which put additional pressure of the family budget at a time when people were already suffering through sickness.

“The NHS was founded on the principle of free health care for everyone and I am pleased that the SNP has returned it to that state.

Mr Adam continued:
“This is another SNP manifesto commitment delivered which will improve the lives and health of people in Aberdeen, saving them money at a time when so many families are hard pressed.”

FAMILIES FACING ROAD FUEL BILLS OF £100 WITHIN TWO WEEKS

With experts warning that motorists face having to pay more than a £100 to fill up their cars and the RAC publishing a survey showing 93% of motorists believing the current price of fuel is unacceptable, Aberdeen North MSP and SNP Chief Whip, Brian Adam MSP says it is now even more important that the UK government listen and cancel the planned increase in fuel duty.

With less than a week to go to the SNP Government's special debate in the Scottish Parliament to highlight the growing issue of sky high fuel prices the SNP MSP said the economic pressure on families and businesses was becoming unbearable and the UK government must also bring forward plans for a fuel duty regulator.

According to experts if the current trend in oil prices continues it will cost £103 to fill up a 70-litre Mondeo within two weeks. Other costs include £80 for a Ford Focus and £58.80 for a Ford Fiesta.

The Scottish Parliamentary debate, which was approved by Parliament this week, will take place on Wednesday night next week between 6pm and 8pm and will be an opportunity for all parties and MSPs to put forward their positions on fuel prices ahead of the Budget in March and the planned fuel duty increase in April.

Commenting on today's news Mr Adam said:

"Families, businesses and hauliers are all facing the pressures of volatile oil prices and paying the price at the pumps. With the Treasury raking in the duty and VAT from these high prices more than they predicted it's about time they considered taking that pressure off.

"For several years now the SNP has warned about the effects of not putting in place a fuel duty regulator in the face of volatile prices and once again we have seen how the effects of the UK government failing to deliver such a scheme is hitting ordinary families, businesses and hauliers.

"Every penny of fuel tax and duty heading to the Treasury is a penny out of Scotland's economy and Scotland's budget and will add to costs of goods across the country.

"Businesses cannot afford to be kept hanging on by the Tory-led government in London. The UK Government should commit to scrapping the duty and introducing a regulator now.

"Next week's special debate in the Scottish Parliament on this issue gives all parties the opportunity to really address this issue and for the UK government to think again about its current damaging policy and lack of action.

"If Westminster won't act then we need to equip the Scottish Parliament with the powers so that it can deliver instead. Fuel prices are a crucial issue for households and businesses, and the SNP will make them a central issue for the Holyrood elections in May."

Brian Adam, MSP for Aberdeen North, has welcomed new statistics published today which show the proportion of people registered with a dentist in NHS Grampian has now reached over 50%. The number of children registered with a dentist has increased by 13,683 since March 2007 to 70%.

Mr Adam said:

“These statistics show that there has been significant improvement in the number of people registered with a dentist in Grampian since the SNP came to office.

“When we came to power only 35.2% of people in Grampian were registered with a dentist, now we have 50.3%.

“The investment by the Scottish Government, including the £17 million new dental school which will see an extra 20 dentists graduating each year, is paying dividends.

“There is still a lot of work to be done in Grampian to catch up with the rest of Scotland, but the efforts we have made so far will see significant improvements in our children's dental health.

Mr Adam continued:

“The SNP intends to protect spending in the NHS over the next 4 years, and I hope with this we will see further progress made in creating a healthier Scotland.”

Brian Adam MSP today condemned actions by Westminster to further increase tax on air travel. A recent study by Scotland’s three major airports noted the significant effect the tax increase would have on passenger numbers, especially at Aberdeen Airport.

Commenting, Mr. Adam stated:
“This is a remarkably poor decision from Whitehall with little consideration for the effect on business, and access to more remote areas in Scotland.”

“The tax increase - coupled with higher charges at Heathrow from BAA south of the border - are almost certain to have a knock on effect on our airport’s ability to keep frequent necessary air links to London, and the rest of the UK. The airport serves as a vital hub for thousands of people travelling to and from Aberdeen each year for work. It is an integral part of the local economy which is bound to suffer as a result of this decision.”

“If this tax hike was going to help pay for a fast rail link replacement for the East Coast main line that would extend north of the border, then perhaps it could be justified. I have heard nothing to indicate that. Instead this is likely to hit tourism, and business in the North East.”

“The Calman commission indicated as part of their proposals that taxation on air travel should be devolved. It is unfortunate that the UK Government has not supported this by including it in the Scotland Bill.”

“I will be writing to the UK Government to call on them to re-think how they apply this tax increase. It is imperative that we have a more accessible airport, that is able to support and enable economic growth in the area.”

Brian Adam MSP for Aberdeen North today welcomed the recently opened consultation on the provision of policing and fire services across Scotland. The consultation will run for 12 weeks, and closes on 5 May 2011.

Commenting, Mr. Adam said:

“My greatest concern about the issue of any re-structuring in Police and Fire services is how it affects the everyday work that goes on protecting our communities.”

“It is important that the public, local communities, and businesses are able to interact regularly and constructively with the police and fire service for the improvement of safety in the area.”

Brian Adam, MSP for Aberdeen North, has today welcomed the passing of the Scottish Government’s budget. The budget provides funding for 25,000 modern apprenticeships, will freeze the council tax and protects spending on the NHS.

Mr Adam said:

“This budget will benefit Aberdeen with more money to be invested in housing and funding in place for the AWPR as part of a £2.5 billion infrastructure programme.

“I have been contacted by many concerned Aberdeen College students over the last couple of weeks regarding student bursaries; I have listened to them and am delighted that the SNP will invest an additional £15 million across 2010-11 and 2011-12 in funding for college bursaries.

“We are further helping young people into work by providing 25,000 modern apprenticeship places next year in Scotland, a 25% increase on last year and 58% more than Labour’s last year in power.

“This budget builds on the SNPs previous success which will allow the scrapping of prescription charge and freezing, once again, Council Tax, a measure which has already saved the average household in Aberdeen £259.”

Brian Adam, MSP for Aberdeen North, has today written to NESTrans and Aberdeen Football Club asking them to consider linking the proposed Park and Rides in Dyce and Portlethen with Aberdeen’s FC’s new stadium at Loirston Loch.

Current plans for Aberdeen’s new 21,000 capacity stadium include parking for only 1,400 and Mr Adam believes that by providing transfers from the Park and Ride sites to the stadium it could alleviate some of the difficulties and reduce city centre congestion.

Mr Adam said:

“A lot of Dons fans and most opposition supporters come from outwith the city so the development of these two new Park and Rides would be an ideal place for them to leave their car before getting a bus to the new stadium.

“Concerns have been raised about the lack of parking and the number of people needing to be bussed from the city centre out to Loirston Loch so I hope these proposals could alleviate some of those problems.

“I have written to Nestrans and Aberdeen football club asking them to look at this idea and consider the benefits it would bring to the area.

“If supporters from the North and South of Aberdeen get used to using the Park and Rides on a Saturday it may also help improve the uptake during the working week.”

Labour's Holyrood leader Iain Gray has been caught red handed making spurious claims about Scotland's cities after the SNP published a list of quotes from prominent Labour politicians creating division and attacking other Scottish cities.

Amongst the quotes are a Labour by-election candidate spuriously claiming Edinburgh and Aberdeen were given extra money whilst Glasgow was ignored, whilst Edinburgh and Aberdeen Labour politicians criticised SNP spending in Glasgow.

Commenting on Iain Gray's latest blunder Aberdeen North SNP MSP Brian Adam said:

"Labour have been caught red handed doing what Iain Gray was attacking today dividing Scotland by attacking other cities. It just shows how inexperienced and inconsistent Iain Gray and his team are. They are not up to the job of government.

"It is the height of hypocrisy for Labour's Glasgow politicians to attack Aberdeen's funding when the financial situation arises from years of Labour's profligacy when they ran the council and from their mishandling of the UK economy.

Glasgow SNP MSP Bob Doris also commented saying:

"I'm always happy to look at ways of generating more money for Glasgow. For example I helped secure £5 million regeneration funds for the city.

"However Labour politicians are guilty of rank hypocrisy on council funding and are playing a dangerous and divisive game across Scotland. Their comments speak for themselves."

Shirley-Anne Somerville an SNP MSP for Edinburgh and the Lothians added:

"Malcolm Chisholm just makes himself look ridiculous attacking spending in other parts of Scotland when he voted to impose the trams on Edinburgh.

"If Iain Gray were serious about defending Scotland's cities he would be calling on his party colleagues to apologise and telling them to desist from such negative and divisive tactics."

Aberdeen Central Labour MSP Lewis Macdonald said: "I think it's very poor to claim poverty, then send a large party for an extravagant trip abroad."

Aberdeen Labour city councillor Gordon Graham said: "They shouldn't be paying to go on expensive junkets and not paying for new facilities."

4. In the Evening Times of 1st December 2009 Glasgow Labour City Council's then Treasurer Gordon Matheson suggested Aberdeen was being favoured in spending:

"If we had received the same percentage increase as SNP-controlled Aberdeen, we would have had a further £25 million to spend."

5. In the Evening Times of 17th September 2009 Steven Purcell claimed Aberdeen council was getting more money as a reward:

Brian Adam, MSP for Aberdeen North, today presented certificates to the first five graduates of the Working-Rite project.

Working-Rite is a social enterprise which matches 16-18 year olds with local employers to enable them to get a 6 month placement as a precursor to a possible apprenticeship. It provides real work experience and a rite of passage for the the participants. The partnership between Working-Rite and Langstane Housing Association in Aberdeen also allows the youngsters advice on future housing.

Mr Adam was impressed to see the success of these graduates and wished them success in the future.

““The fact that Working-Rite expanded this enterprise into Aberdeen and has achieved success with all the placements demonstrates the need for further schemes like this in the Aberdeen area.

"This project enables prospective employers to undertake a 6 month work based interview and provides an ideal alternative to academic qualifications.

“I am encouraged to meet these 5 young men who have seized the chance given to them by their placements.

"A 100% success rate from this initial intake demonstrates that given a chance of employment, the youth of Aberdeen will rise to the occasion.

“The SNP Government is committed to these types of schemes as has been demonstrated by the 682 modern apprenticeships in Aberdeen during 2009/2010”

Brian Adam, MSP for Aberdeen North, has today highlighted the hypocrisy of the Tory and Liberal politicians and their failure to bring forward effective proposals to tackle binge drinking and improve health.

The SNP proposed a minimum price of 45p per unit of alcohol which the Conservative and Liberal parties voted against. However the UK Government announced in January their plans for a floor price of VAT + duty on alcohol, which would mean a can of lager could still be sold for 38p, a bottle of wine for £2 and a bottle of spirits for £7.50.

The Cabinet Secretary for Health revealed in an answer to Mr Adam today this would create a minimum price per unit of alcohol of between 20 to 25 pence, and would result in “little or no impact on deaths, chronic and acute illness and violet crime”.

Mr Adam said:

“Despite voting against similar proposals in the Scottish Parliament the Liberals and Conservative parties conceded the argument and brought forward their own watered down proposals for a minimum price on alcohol.

“However Ms Sturgeon’s answer today shows that a floor price of duty plus VAT fails to raise the price high enough to make any significant difference.

“The opposition parties in Holyrood voted against the Scottish Government’s policy of a minimum price of 45p per unit which could have saved over 200 lives a year, and reduced illnesses and crimes by 2,600 each, saving our county millions of pound.

“Instead we have these half hearted proposals from the Tories and Liberals which will do nothing to help people in our towns and cities and will not tackle the root of the problem.

Mr Adam continued:

“I hope that now having agreed that this is the correct approach the UK Government will also follow the SNP in attempting to introduce the minimum price at an effective level.”

“Fans are clearly well informed, and many have invested large sums of money in their clubs via shares, merchandise and season tickets so should be offered a view on this important matter.

Brian Adam, MSP for Aberdeen North, has today written to the Scottish Government asking them to ensure that integration from a single or regional police or fire service would not remove operational control or budget responsibility from the North East.

He has also asked that the Government set out in their consultation how local accountability will be increased. Mr Adam has suggested that the proposals should build on the existing good relations between community councils and the police, and that other mechanisms for local engagement should be explored.

Mr Adam said:

“The Scottish Government consultation will provide the opportunity for wider society to discuss a new model for our police and fire services in the 21^st century.

“Undoubtedly back office savings can be made by reducing the number of fire and police forces in Scotland, but I don’t want to see this result in operational control or front line resources leaving the North East.

“I have asked the Government to confirm that they will protect services which need to be delivered locally, while ensuring any savings made are spread fairly across Scotland.

“This is a great opportunity to improve the local accountability of our emergency services.

“I would like to see in the consultation methods of further local interaction between the police and fire services and the local community.

WESTMINSTER PROFITING FROM SKY HIGH FUEL COSTS

As it is revealed that rising oil prices are set to earn the Treasury a windfall of at least £2 billion an SNP MSP is seeking a Scottish Parliamentary debate on pressurising the Westminster government to meet its pledge to address the sky high costs of fuel.

It is also reported that the UK Tory/LibDem government will collect about £12 billion in tax on North Sea oil revenues 20% more than ministers had forecast, according to latest figures.

SNP Chief Whip, Brian Adam MSP, has tabled a Scottish Parliamentary motion on the sky high costs of fuel seeking a debate on the issue.

Commenting the Aberdeen North MSP said:

"The SNP has consistently argued for a fuel stabiliser to bring prices down and help businesses and families.

"The figures reported today are astronomical and show the UK government profiting at the expense of ordinary motorists and hard pressed haulage businesses. It is all the more astonishing when it is considered the wealth in North Sea oil of Scotland's coast.

"At the last UK general election the Tories promised a fuel duty stabiliser. If it were ever needed most it is now but those plans appear to have been forgotten.

"Businesses cannot afford to be kept hanging on by the Tories. The UK Government should commit to scrapping the duty and introducing a stabiliser now."

"Every penny of fuel tax and duty heading to the Treasury is a penny out of Scotland's economy and Scotland's budget and will add to costs of goods across the country.

"The SNP is doing what we can to keep costs down for families and businesses with a freeze in the council tax, reduced business rates and free prescription charges but the UK Government are refusing to act."

CRISIS FOR SCOTLAND BILL COMMITTEE BRINGS PARLIAMENT INTO DISREPUTE

A respected academic who specialises on constitutional matter, Alan Trench, has announced his decision to pull out of giving evidence to the Scottish Parliament committee looking into the UK government's Scotland Bill. Alan Trench, of the Constitution Unit at University College London and Edinburgh University, said he was unhappy at the way the committee treated two other academics, Professor Andrew Hughes Hallett and Professor Drew Scott, and failed to address the Bill itself. In a post on his blog Alan Trench described their treatment as an "inquisition".

Commenting on Alan Trench's decision SNP MSP, Finance Committee member and former External Affairs Minister Linda Fabiani said:

“The attitude of opposition members of this committee towards witnesses, who have given freely of their time and expertise, is a disgrace. This is a highly serious matter, a crisis for the Scotland Bill committee, and a severe embarrassment for Wendy Alexander who has brought Scotland's parliament into disrepute.

“It is the convener’s job to ensure witnesses are properly treated, instead the convener seems to be at the heart of the witnesses' concerns. This committee is being led astray and the job of scrutinising legislation dumped for partisan games.

"This unprecedented response from witnesses is a damning judgement on the committee. The 'collateral damage' is not to the witnesses, it is to the committee and the parliament. It is completely unacceptable.

“Labour, the Tories and LibDems are clearly trying to hide the deeply flawed and damaging Scotland Bill. At a time when we should be working together to improve the legislation, opposition parties are deliberately avoiding scrutiny of its damaging financial measures.

“Labour and the LibDems are putting Parliament’s reputation on the line in order to defend the flaws of a piece of Tory legislation. Without proper scrutiny we are in danger of walking blindly into a Bill that could cost Scotland billions.

“The Scotland Bill is full of flaws and these witnesses have valuable contributions to make, yet opposition parties are taking their usual bullying approach and have bullied them off the committee.

“This is a serious problem for the Parliament, for the Scotland Bill and for those whose behaviour has been so out of line."

Aberdeen North MSP Brian Adam who is one of the SNP MSPs on the Committee added:

“My concerns are for the reputation of the Parliament and its committees. I am afraid that if the conduct of last week’s committee is continued it will be difficult to have open and frank discussions in public with independent experts offering evidence, for no personal benefit, in the future.”

GOVERNMENT COMMITMENT TO LOOK AT BREASTMILK DONATION INFRASTRUCTURE FOR SCOTLAND

Brian Adam, MSP for Aberdeen North, today questioned the Scottish Government over the lack of breastmilk banks across Scotland.

A constituent brought her concerns to Mr Adam after she was told that she could not donate her breastmilk, for use by premature babies, as the only facility in Scotland is at The Queen Mother's Hospital in Glasgow, and that she lived too far away for collection.

In response to his Parliamentary Question, Shona Robison MSP, the Minister for Public Health and Sport, committed to look at exploring further how the transport issues could be overcome and asked Mr Adam to write to her with more details of his constituents case.

She added that because of the current difficult financial circumstances it may be not be possible to purchase the screening equipment needed to set up a donor bank in the North East of Scotland.

Mr Adam said:

“I was concerned to hear from my constituent that there is only one breastmilk donor bank in the whole of Scotland which prevents many potential donors from being able to give their milk.

“It is believed premature babies benefit from breastmilk banks which provide natural milk instead of formula, and further research is currently being carried out to investigate this.

“The Minister today committed today to look at the transport issues of getting breastmilk from Aberdeen to Glasgow, so that mothers from a wider area can donate to this valuable service.

Mr Adam continued:

“The Minister highlighted that it may not be feasible or cost effective to purchase the screening equipment needed to establish a donor facility in the North East at this time.

“I hope therefore we are able to put in place the infrastructure needed to allow Aberdeen mothers to donate to the Glasgow facility.”

ECONOMISTS WARN TORY TAX PLAN IS "PERFECT STORM"

SNP CHALLENGE OPPOSITION PARTIES - JOB CREATION POWERS NEEDED

Economists have warned the Scotland Bill and Tory tax plans could create
a
"perfect storm" damaging Scotland's economy and public spending and
potentially risking jobs by coming in at the end of four years of Tory
spending cuts.

In response the SNP said Scotland needs the economic powers to create
jobs
whilst the opposition parties simply want the power to raise taxes.

Giving evidence in Parliament Professor Andrew Scott of Edinburgh
University and Andrew Hughes Hallet, Professor of Economics and Public
Policy at George Mason University said the flawed tax powers in the bill
coupled with huge UK spending cuts could create a "perfect storm" and
warned politicians over raising or introducing new taxes without the
powers to abolish others.

The SNP will now write to the leaders of the three opposition parties
asking what they will do to ensure the Scotland Bill offers job creation
powers and does not jeopardise Scottish employment and economic growth
through its tax raising powers.

SNP MSP Brian Adam, Deputy Convener of the Committee who apologised to
the
economists for their treatment by opposition politicians in Committee
today said:

"The SNP and Scottish people want a parliament with the powers to create
jobs. The Tories backed by Labour simply want the power to raise taxes
as
part of a tax trap that will put thousands of jobs at risk.

"This warning of a "perfect storm" of fewer tax payers, lower revenues
and
potentially fewer jobs is one that parties and MSPs must heed. The SNP
is
certainly listening to the concerns raised that the tax raising powers
in
the Tory plans could damage Scotland's economy and lead to the loss of
Scottish jobs.

"It is incomprehensible that any party would want to risk jobs and
revenues at any time, particularly as Scotland recovers from the UK
recession.

"In the same way that the SNP Government and Scottish Parliament can
protect health, education and local services from the actions of a Tory
Government with stronger economic powers we could do more to protect
jobs
and build a stronger economic recovery."

GOVERNMENT COMMITMENT TO LOOK AT NEW MEASURES OF DENTAL SUCCESS

Brian Adam, MSP for Aberdeen North, has today welcomed the response he has received from Shona Robison MSP, the Minister for Public Health and Sport, to his suggestion of a new outcome based approach to dental health measurement.

After a meeting with NHS Services, Mr Adam suggested that a more accurate measure of Scotland’s dental health could be had if the Government asked for the full collection and publication of the number of dental procedures carried out and treatments given.

The Minister in her response said, “we are investigating how this potentially rich source of data could be better used in the way you have suggested in your letter."

Mr Adam said:

“I welcome the Minister’s positive response to my suggestion that we produce more outcome based statistics on our nation’s dental health.

“NHS Services already collects much of the data needed to produce these figures and I hope that they will reflect the progress that has been made under the SNP.

“An outcome based approach would give a more accurate reflection of how many treatments and what sort the NHS is providing.

“With this information we could gain a better idea of the areas our dental health policy needs to target.

Mr Adam continued:

“The SNP are investing to improve Aberdeen’s dental health with the new £17 million dental school now open and funding being put in place for a three chair dental practice at Foresterhill. ”

CALL FOR UK GOVERNMENT TO REVERSE NEW YEAR FUEL TAX DOUBLE WHAMMY

Brian Adam, MSP for Aberdeen North has today condemned the UK Government for increasing fuel duty and VAT this January forcing prices at forecourts in Aberdeen over 130p per litre for both petrol and diesel.

If fuel duty was cut by 10p per litre in Scotland it would only cost about half of the estimated £1 billion in extra revenue the Treasury is set to rake in as a result of rising oil prices.

Mr Adam has lodged a motion for Members Debate in the Scottish Parliament which highlights the impact the tax rises are having on Scottish businesses and the road haulage industry.

Mr Adam said:

“Road users were welcomed into the New Year by increased petrol price because of the Lib Dem and Conservative decision to raise VAT and fuel duty.

“We now have the second highest tax take on diesel in Europe, a ludicrous situation for Aberdeen, the European home of the Oil industry, to find itself.

“Many local business and haulage companies will have no choice but to pass these rises directly onto customers which will fuel further inflation.

“With the price of Brent Oil being predicted to break the $100 a barrel mark again this year the Government should be working to protect road users not compounding the price rises.

“Later this year I hope to hold a members debate in Holyrood to discuss the tax rises and their effect on businesses and families in Aberdeen.

Mr Adam continued:

“Neither the Conservative proposals for a fuel duty regulator or the Liberals rural fuel duty discount have been implemented since they came to office.

“Only the SNP are offering a solution, giving Scotland the powers to set our own fuel duty could make thousands of businesses and families better off.

“A 10p reduction in duty could be paid for by the extra revenue the Treasury are set to receive as a result of rising oil prices.”

WELCOME DECISION TO CONTINUE ABERDEEN TO LONDON EAST COAST RAIL SERVICE

Brian Adam, MSP for Aberdeen North, has today welcomed reports that the UK Government has confirmed the non stop Aberdeen and Inverness to London train services will continue following the review of the InterCity Express Programme.

The Tory and Liberal Democrat UK Government had been considering replacing the current bimodal rolling stock with electric only trains which would have only been able to run from London to Edinburgh.

Mr Adam had written to the UK Secretary of State for Transport in August arguing against any reduction in service for the North East of Scotland.

Mr Adam said:

“I am delighted that the UK Government have finally seen sense and confirmed that the through service from London to Aberdeen and Inverness will continue.

“The original proposals would have badly damaged business and tourism in the North East who would have lost an important link to London and other major cities.

“This decision would have also been disastrous for our climate change targets forcing people into the air rather than the taking the more environmentally friendly train.

“Aberdeen is Scotland’s third largest city which drives our economy forward; keeping this link was on the only sensible option.

Mr Adam continued:

“The UK Government should now build on this decision and bring forward plans to extend the proposed London to Birmingham high speed rail link to Scotland.”

GOVERNMENT COMMITMENT TO SPEED UP LEGAL CHALLENGES TO PUBLIC BODY DECISIONS

Brian Adam, MSP for Aberdeen North, has today welcomed the response he has received from Fergus Ewing MSP, the Minister for Community Safety, which says the Scottish Government is willing to introduce measures to stop judicial reviews being used to delay public policy decisions and further arguments which should be made in the political domain.

The Government will introduce new legislation to reform Scotland’s civil justice following Lord Gill’s review which looked into improving access to civil justice, promoting early resolution of disputes, making the best use of resources and ensuring that cases are dealt with in ways which are proportionate to the value, importance and complexity of the issues raised.

Although not a judicial review, the decision on the AWPR is currently being challenged in the Court of Session despite a lengthy public inquiry and previous attempts to stop the road in the courts failing. The SNP Government have again committed to ‘robustly defend’ the decision.

Mr Adam said:

“We have seen with the court case brought by RoadSense against the AWPR that a few individuals can bring a halt to a project of huge national importance.

“The AWPR underwent rigorous scrutiny at every stage before the final route was chosen, and most people have accepted this and now want to see the road built.

“Lord Gill recognised that judicial reviews are in need of reform and recommended introducing a new threshold before cases can be brought to the Court of Session.

Mr Adam continued:

“Although the reforms being proposed by the Government will not get the AWPR get built any quicker, I am reassured that in the future the number of cases brought to the courts such as this appeal by RoadSense will be reduced.”

Brian Adam, MSP for Aberdeen North has expressed his delight after First ScotRail confirmed that the public address system will be renewed at Aberdeen Train Station by April 2011.

Mr Adam had received complaints that despite the recently completed station refurbishment it is still very difficult for passenger to hear important announcements from station managers on the main concourse and on most of the platforms.

He wrote to Steve Montgomery, Managing Director of First ScotRail, asking for a new tannoy system to be installed.

Mr Adam said:

“With the short notice delays and cancellations we have been experiencing from First ScotRail due to the extreme weather it has become more important than ever that passengers are able to hear the messages from station managers.

“The current tannoy system is not fit for purpose; passengers who are waiting on the platforms cannot hear whether their train is about to arrive, been delayed or even cancelled.

“I am delighted that First ScotRail have listened to my calls and confirmed that Network Rail will renew the system by April 2011.

Mr Adam continued:

“While a lot of money has been spent on allowing us to access information through our phones or the internet, it had seemed this basic function has been forgotten.

“I hope that the new tannoy system will help ScotRail deliver a better service to their passengers.”

EDUCATION SHOWS CASE FOR NEW POWERS FOR PARLIAMENT

Brian Adam, MSP for Aberdeen North, has welcomed the SNPs use of the Scottish Parliament to protect students and school children from the Tory/Liberal Cuts, and believes additional for the Parliament would allow more policies that reflect Scottish values.

Student protests in England have focused on the rise of tuition fees up to £9,000 a year and the withdrawal of Education Maintenance Allowances (EMAs) from 16-18 year olds.

In Scotland EMAs are the responsibility of the Scottish Government and the SNP is continuing to invest in the Allowances with £30 million of funding for the next year – so long as opposition parties back the SNP budget.

A total of 795 students in Aberdeen benefited from the EMA in 2009/10, 485 of whom were at school and 310 at College.

The Scottish Government has also ruled out tuition fees in its University funding Green paper.

Mr Adam, who is Deputy Convener of the Scotland Bill Committee said:

“The principle of free education and education based on the ability to learn is a value Scots cherish.

“The SNP will not sacrifice Scottish education to Tory, Labour and Lib Dem cuts.

“While in England EMAs are being abolished and students now face £9000 fees the powers of the Scottish Parliament mean we can choose a better way forward for Scotland by rejecting tuition fees and securing EMAs.

“Nearly 800 people in Aberdeen will benefit from this decision to keep the EMA as well as the thousands who are attending our Universities.

Mr Adam continued:

“Where the Scottish Parliament has the powers, the SNP is acting to protect the values Scotland holds dear. Opposition parties must back EMAs in the SNP budget to make sure education remains a right not a commodity.

"With further powers over the economy and over the welfare system that supports our most vulnerable people we could put a stop to the Tories dismal decade of cuts, invest in growing our economy and support our most vulnerable properly so that together we can make Scotland better.”

Brian Adam, MSP for Aberdeen North has today welcomed the confirmation that a grant award of up to €40 million has been made to the proposed European Offshore Wind Deployment Centre (EOWDC).

The EOWDC is set to introduce up to 11 wind turbines in Aberdeen Bay to develop expertise and technology in offshore wind turbine technology.

Mr Adam said:
"This funding of up to £40 million is another step forward for what is an ambitious and possibly game changing development for Aberdeen.

"Aberdeen has a big role to play in developing the renewable energy sector, putting our current expertise in the offshore environment into these new and developing technologies.

"It is with project like this we should be able to harness our potential not just for producing renewable electricity but developing skills and products to export around the word and drive forward economic growth.

Brian Adam, MSP for Aberdeen North has today written to Kenny MacAskill MSP, the Cabinet Secretary for Justice, to look into the length of time taken for final decisions on Judicial Reviews.

Mr Adam's letter follows on from the call by Aberdeen City and Shire's Strategic Development Planning Authority (ACSSDPA) for a swift conclusion to the legal action taken by objectors. Mr Adam has received assurances from John Swinney, the Cabinet Secretary for Finance and Sustainable Growth that only this Judicial Review is blocking construction.

Recently several leading North East businessmen, including Stewart Milne, called for the protestors to drop their legal challenge for the good of the region.

Mr Adam said:

"It has become obvious that the interests of a few can delay major projects regardless of public opinion.

“I am concerned by the length of time to reach a final decision in Judicial Reviews.

"These delays are unacceptable when a self interest group can inconvenience a whole region.

“It is in the interest of both proposers and objectors for Judicial Reviews to reach a speedy and just decision but if these reviews are being used as a delaying tactic then it is a negation of the process”

Brian Adam, MSP for Aberdeen North has today welcomed the statement from Kenny MacAskill MSP, the Cabinet Secretary for Justice, on the future of forensic services in Scotland as good for forensic and fingerprint staff in Aberdeen and for the crime fighting ability of Grampian Police.

The Cabinet Secretary announced that his decision was “as close to Option 2 as can be afforded in the current economic climate”. With services retained in all 4 local laboratories.

Mr Adam has long campaigned for the retention of the Aberdeen forensic and fingerprint laboratories, and supported the staff proposals to retain all 4 labs with a new EMS system, as in Option 2 from the SPSA, with some minor modifications.

Mr Adam said:
“I am delighted that the threat of closure put over the Aberdeen labs in 2008 by the SPSA has been absolutely lifted.
“The Cabinet Secretary has shown that despite financial pressures this SNP Government is willing to put crime fighting at the top of our agenda.

“Kenny MacAskill has held his door open to listen to the concerns of staff and taken numerous representations from myself and other MSPs, which have obviously influenced his announcement today.

“Urgent services, needed to help the quick apprehension of suspects, will continue to be delivered from Aberdeen in addition to the national hair and fibre labs staying in the city.

Mr Adam continued:
“Staff at both labs deserve recognition for their professionalism over the last two years in carrying out their duties diligently while building a well argued case for the retention of a 4 lab model and putting forward their own suggestions which I have supported.

“More staff will now been based in Aberdeen than the SPSA had originally planned, which is a victory for Aberdeen and the North East.

“While I understand there will be disappointment at the job losses, I believe today we have the best deal for the forensic and fingerprint labs and ensuring the crime fighting ability of Grampian Police and Northern Constabulary is maintained.”

Brian Adam, MSP for Aberdeen North has today welcomed the response from John Swinney, the Cabinet Secretary for Finance and Sustainable Growth to his questions regarding investment in transport projects in the North East and the continuing court case from Road Sense against the AWPR.

The Cabinet Secretary was able to confirm that the SNP are putting record investment into Scotland’s transport infrastructure including the building of the AWPR and the Haudagain redevelopment. The Government will also continue rail service improvements between Aberdeen and Inverness, dualling the Balmedie to Tipperty A90 road and working towards a solution for the Inveramsay Bridge. These investments will support jobs and economic growth in Aberdeen and the North East.

The Road Sense appeal against the AWPR continued in the Court of Session today.

Mr Adam said:

“Despite the Government’s reduced budget the SNP are maintaining investment in infrastructure for Aberdeen and the North East.

“The Minister was able to confirm to me today that the SNP is still committed to building the AWPR but this can only be done when the court case is won.

“Further progress on the AWPR, which is supported by businesses and residents across Aberdeen, can not currently go ahead solely because of Road Sense.

“These few protesters must now recognise they are holding back jobs growth and economic recovery in the North East, and drop this foolish court case.

“The project underwent years of scrutiny before its final approval, and John Swinney was able to reassure me today that the Government will robustly defend their decision.

Mr Adam continued:

“The investment in transport projects by the SNP will support jobs in the North East and promote economic recovery.”

CALLS FOR UK GOVERNMENT TO REVIEW DECISION TO SCRAP EMERGENCY TOWING VESSELS

Brian Adam, MSP for Aberdeen North has lodged a motion in the Scottish Parliament calling for the UK Government to carry out an impact assessment of their proposals, announced in the UK budget, to scrap the four Emergency Towing Vessels (ETV) currently in operation around UK coastal waters.

Mr Adam has been contacted by KIMO UK (Local Authorities International Environmental Organisation) who have said they were shocked to learn of the proposals.

Emergency Towing Vessels were introduced in 1994 by the Conservatives after recommendations from Lord Donaldson in the report 'Safer Ships, Cleaner Seas' following the tanker Braer running aground on Shetland spilling 85,000 metric tons of crude oil. More recently an ETV was used when HMS Astute ran aground near the Isle of Skye.

Mr Adam said:
“The UK Government proposals to get rid of the Emergency Towing Vessels are extremely worrying.
“These ships provide a security net for our seas and coastal communities providing a permanent standby to protect our fishing, aquaculture and tourism industries.

“I want the UK Government to carry out a full impact assessment of this cut, to re-evaluate how well prepared we would be for another crude oil spill or emergency at sea.

Mr Adam continued:
“While I believe we are well prepared for an event like Deepwater Horizon in the North Sea or West of Shetlands fields, removing these ships will bring into question the UK Governments commitment to maritime safety.”

Brian Adam MSP for Aberdeen North has welcomed new statistics published today which shows that last financial year (2009/10) 35 new council homes were been built in Aberdeen City Council and 95 new social sector homes. The number of new private build completed during the same period was 185.

Mr Adam said:

“Despite this tough economic climate the SNP is delivering more homes into Aberdeen at an affordable price for tenants.

“We completed building more council homes last year than since 2002/3 and have passed legislation to reform the right to buy which will further increase our affordable housing stock.

“The Council and Government are also funding further new homes including the 28 in Byron Park and 35 in Marchburn Drive in my constituency currently being built.

“Waiting lists in Aberdeen remain too high, and with the Government budget being slashed by Westminster and house builders still feeling the effect of the recession we need to look at new ways to increase the number of affordable homes.

Mr Adam continued:

“The SNP are pioneering new and innovative schemes to increase the number of affordable homes in Aberdeen through the National Housing Trust and working with the private sector to get empty homes back into the rental market at an affordable price.”

Brian Adam, MSP for Aberdeen North has today welcomed the news that BAA Aberdeen has been given the funding to extend their runway. Planning approval for lengthening the runway by 300m was given in 2006. The work is due to begin in March 2011 and be completed in 2012.

Mr Adam has campaigned for many years for a runway extension, which will allow larger and more fuel efficient aircraft to land, and believes that it will help local businesses as well as allowing travellers from Aberdeen to reach more destinations than ever before.

Mr Adam said:

“This is excellent news from BAA, which will help the Airport grow and open up new routes and opportunities for businesses and holidaymakers in the North East of Scotland.

“Many of us in the North East are fed up of having to travel to the central belt or London only to get on another plane to our final destination but hopefully the longer runway will get us more flights to where we want to go.

“Making Aberdeen more accessible will attract additional business to the city and help established events like the Offshore Europe Expo.

Mr Adam continued:

“I welcome the commitment that BAA has shown to Aberdeen and I know that the team in Aberdeen will now be working hard to ensure that this new runway delivers the extra routes we have been looking forward to.”

CAMPAIGN AGAINST RISE IN PRICE OF FLIGHTS TO HEATHROW

Brian Adam, MSP for Aberdeen North has today written to BAA Chief Executive Officer, Colin Matthews, asking him not to implement a rise in domestic passenger charge of over 50% at Heathrow Airport.

Mr Adam believes this increase scheduled for April 2011, which would see the charge rise from £13.43 to £20.25, could damage the North East economy and make holidays more expensive for Aberdeen families.

He has supported a motion in the Scottish Parliament lodged by his colleague Ian McKee on the issue and has also written to BAA Aberdeen Managing Director, Derek Provan, asking him to lobby against the rise.

Mr Adam said:
“At a time when businesses and families are already hard pressed they do not need the price of flights to London to increase by another £7.

“In Scotland many of us have no choice but to use Heathrow to fly to an international destination and will not be able to avoid the price rise.

“What is more absurd is that domestic passengers do not use many of the expensive facilities at Heathrow such as customs and immigration control.

“I am also concerned that this will discourage operators from maintaining their routes between Aberdeen and Heathrow as passengers are discouraged from the higher price.

Mr Adam continued:
“Until investment is put into High Speed Rail between Scotland and the South of England there is no choice but to rely on flying to quickly get to London.

“Many businesses may choose not to send their staff on these flights as the price increases, missing out opportunities to benefit the North East.”

Brian Adam, MSP for Aberdeen North has welcomed the draft budget announced today by John Swinney MSP, the Cabinet Secretary for Finance and Sustainable Growth, as good for jobs, services and economic recovery.

Mr Adam questioned the Cabinet Secretary after his statement asking what further steps the public sector could take to achieve best possible value for money by working across organisations and boundaries.

Mr Adam said:

“The budget today is one which protects the Scottish economy despite the Tory/Lib Dem Government cutting too fast and too deep.

“I am pleased that Mr Swinney was able to confirm to me that the collaboration between Councils and other public sector bodies will be pushed forward as part of the public sector reform agenda.

“The SNP are protecting hard pressed Scottish families by not using the tax varying powers and offering to freeze the Council tax for the 4^th year in a row, this has already saved the average household in Aberdeen £259 since 2007.

“The nation’s health is at the centre of SNP policy and we are increasing spending in NHS Grampian by £21.1 million, focusing on front line services, and we will also fulfil our pledge to scrap prescription charges, removing this tax on ill health.

“This budget promotes the continued economic recovery in Scotland while protecting jobs and investing £2.5 billion in public infrastructure through the SFT.

“This includes the new HMP Grampian, the continuation of the £105m Emergency Care Centre in Aberdeen to be completed in 2012-13 and once the court case is over, the SNP will move forward in delivering the AWPR through the NPD model, to the benefit of the whole of North East Scotland.

Mr Adam continued:

“As long as Scotland remains in this Westminster straightjacket we have no alternative but to suffer the consequences of Labour’s recession and the Tory, Liberal cuts.

“Opposition parties must now work with us to deliver a budget which is best for Scotland.”

FIRST MINISTERS REASSURANCES ON FORENSIC LAB DECISION

Brian Adam, MSP for Aberdeen North has today welcomed the answer he was given by First Minister during FMQs that the Justice Secretary, Kenny MacAskill MSP, will take on board the positive suggestions that have been made from across the country in relation to the future of Forensic and Fingerprint services in Scotland.

The Scottish Police Services Authority (SPSA) produced 4 options in their consultation, but others including Aberdeen Forensic Laboratory staff put forward their own suggestions which may improve the service and save money.

Alex Salmond also confirmed that a decision will be made by the end of this year.
Mr Adam said:
“I welcome today’s response from Alex Salmond that the Government are willing to listen to all suggestions on the future of our forensic and fingerprint labs.

“The Aberdeen Forensic lab put forward their response which tweaked option 2 and I supported this in my submission to the Cabinet Secretary.

“We need to keep all 4 labs open in Scotland to maintain our crime fighting ability across the country while also focusing on improving their data management solutions.

"When making his decision the Justice Secretary needs to look at how best to serve our communities, not just the financial implications of his decision.

Mr Adam continued:
"The First Minister was also able to reassure me that the decision will be made by the end of this year.
“Rather than make this into a political issue, in the North East, we have constructively engaged with the lab staff, the SPSA and the Justice Secretary to ensure that he has the best information before him when he makes his decision."

END OF RIGHT TO BUY AS HOUSING BILL IS PASSED

Brian Adam, MSP for Aberdeen North, has today welcomed the Scottish Parliaments approval of the Housing (Scotland) Bill which will end the right to buy for new council and social housing tenants.

The Bill will also give service men and women the same right to be housed where they have lived and worked as everyone else and will create an independent Scottish Housing Regulator to protect and promote the interests of tenants, prospective tenants and the homeless.

Mr Adam said:

“The passing of the Housing Bill today marks a new approach to tackling the housing shortage which affects Aberdeen.

“This Bill will allow the City Council to build up their stock of housing and address the massive waiting lists that my constituents currently have to endure.

“The SNP are underpinning this new Bill with funding for new homes. We are investing in 120 new council homes in Aberdeen with funding from the Scottish Government and the City Council.

“This compares to the 6 the previous administration built across the whole of Scotland during their last term in office.

“The SNP are rolling back the mistakes of Thatcherism. Under the right to buy we lost half a million homes from our stock, now Councils will be more willing to invest back into housing to tackle our shortage.

Mr Adam continued:

“Housing is the issue which tops my constituency mail bag and I hope that the measures introduced today will help address the concerns which are brought to me.

“Not only should we see a rise in housing stock but also more rights for our service men and women and better protection for social housing tenants and homeless.”

ABERDEEN AND ABERDEENSHIRE COUNCILS SHOULD CONSIDER SHARING SERVICES

ABERDEEN AND ABERDEENSHIRE COUNCILS SHOULD CONSIDER SHARING SERVICES

Brian Adam, MSP for Aberdeen North, has today written to Aberdeen City Council and Aberdeenshire Council asking them to consider a more radical way forward for sharing backroom and frontline services.

Last week Alan Campbell, former Chief Executive of Aberdeenshire Council, called for Aberdeen and Aberdeenshire Councils to merge. It was also announced that 8 local authorities in the West of Scotland are planning to share key services and talks are underway in the Lothians for a similar scheme.

Mr Adam said:

“Alan Campbell started this much needed public debate last week over the future of our local authorities in the North East and we now need to know where the Councils stand on this issue.

“Instead of just focusing on reducing their individual budgets, I believe our Council should look at a more fundamental review of their structure to see what services could be shared or even merged.

“Aberdeen and Aberdeenshire Councils are both based in the city and already have many common goals in delivering services and economic prosperity for the North East.

“The Councils should consider Alan Campbell’s suggestion of creating one council for the whole of North East Scotland.

“Merging could deliver services more efficiently, reducing costs, and freeing up money for front line services. In the short term at least we should look at sharing back office functions and consider a merger.

“This is also an ideal time to take action as Aberdeen City Council has not yet appointed a Chief Executive to take over from Sue Bruce and Aberdeenshire has a vacancy for its Director of Education, Learning & Leisure.

Mr Adam continued:

“Across Scotland’s Councils debates are taking place about where they can save money by pooling their resources. I do not want us to be left behind in the North East and I hope that both Councils are giving serious consideration to these proposals.”

SCOTTISH GOVERNMENT FUNDING FOR ABERDEEN POST OFFICES

Brian Adam, MSP for Aberdeen North has today welcomed the announcement from Jim Mather MSP, the Minister for Enterprise, that two post offices in Aberdeen are to benefit from £50,000 of funding from the Scottish Government’s Post Office Diversification Fund.

Sclattie Park Post Office, in Mr Adam’s constituency and Woodside Post Office are both receiving £25,000 to help launch new businesses activities which are to be built around the post offices who play such a vital role in supporting communities and local economies.

Mr Adam said:
“I am delighted that Sclattie Park Post Office in my constituency will benefit from £25,000 of funding to help it develop and strengthen the post office network.

“Post Offices play a vital role in local Aberdeen communities and this money will help postmasters innovate to secure their long term future.

“Labour in Government ran down our post office network to breaking point while the ConDem coalition shows no signs of stopping this. Only the SNP are standing up for our postal service.

Mr Adam continued:
“The Scottish Government is helping small and local business through this recession with measures such as the Small Business Bonus Scheme and this Post Office Diversification Fund.”
